Memorandum of Agreement
By and Between:
The Makerere University Institute of Environment and Natural Resources,
The University of Florida Research Foundation,
and
Organization for Ecology and Conservation in Uganda
For
The Operation and Betterment of the Makerere University Biological
Field Station in Kibale National Park, Uganda
Makerere University
is the leading Educational and Research Institution of the Nation
of Uganda, and Makerere, through the Makerere University Institute
of Environment and Natural Resources (MUIENR), currently owns and
operates Makerere University Biological Field Station (MUBFS), one
of the world's foremost research and training centers for tropical
ecology and conservation.
The University of Florida Research Foundation
(UFRF) is a non-profit corporation of the State of Florida dedicated
to the support of research.
The Organization for Ecology and Conservation
in Uganda (OECU) is an informal association of research scientists
who have a current active research or training project at MUBFS.
Makerere University Institute of Environment
and Natural Resources expresses its continued willingness to plan
for and manage the MUBFS in a manner consistent with its national
and international role and status. This will, among other things,
require consulting members of the Organization for Ecology and Conservation
in Uganda, the University of Florida Research Foundation, and other
stakeholders of any proposed changes in its operations.
The University of Florida Research Foundation
expresses its commitment to seek sponsors and donors of the needed
financial support and to provide fiscal management and husbandry of
funds received for this purpose. However, day-to-day financial management
will remain the responsibility of the MUIENR, on the basis of mutually
agreed guidelines.
The Organization for Ecology and Conservation
in Uganda expresses its willingness to provide advice and guidance
to Makerere University Institute of Environment and Natural Resources
and the University of Florida Research Foundation in establishing
future goals and visions for the Field Station, to provide consultation
on changes in the research station's operations to enhance its effectiveness
in support of their research programs, and to seek fellowship support
for Ugandan students to conduct research at the station. To be a member
of the Organization for Ecology and Conservation in Uganda an individual
scientist must have a currently active project at the Field Station
or have had such a project in the past.
The intention of the parties is to establish
a long-term viability of the Field Station though the establishment
of an endowment fund whose earnings will provide a stable source of
income to cover the basic operations of the Field Station. Additional
grants will be sought for upgrades and improvements to the Field Stations
Facilities.
Those individuals whose signature appear
below agree to form the initial membership of Organization for Ecology
and Conservation in Uganda and commit to supporting the goals described
herein. The authorized institutional official of Makerere University
Institute of Environment and Natural Resources and the University
of Florida Research Foundation, by their signatures below, commit
their institutions to supporting the goals described herein.
